Fulton County has approved up to $192.4 million in future property-tax revenue for Alpharetta’s proposed North Point Mall redevelopment, while officials continue working out financial safeguards for the NHL-dependent project.
Commissioners approved the measure unanimously Oct. 21. The funding would flow through Alpharetta’s North Point Tax Allocation District, which has a maximum 30-year term, SaportaReport reported.
The commitment depends on Alpharetta securing an NHL franchise. The $192.4 million represents a ceiling on county participation over time.
County records show the approval came with amendments. Alpharetta’s counsel agreed to remove property acquisition from eligible redevelopment costs, and city and county attorneys agreed to resolve outstanding agreement language, according to the official action.
The reported agreement would end county participation if construction does not begin by Dec. 31, 2030, unless Fulton approves an extension or waiver. Alpharetta would then have to return remaining county tax increments after accounting for funds already committed to eligible costs, pledged to bonds or reserved for specified obligations.
The refund provision therefore would not guarantee recovery of every county dollar.
A separate development condition concerns when a franchise must be secured. Councilmember John Hipes cited an Aug. 24, 2031, deadline for an NHL award, Patch reported. That condition is distinct from the county’s reported construction deadline.
Protections against a team leaving before redevelopment debt is repaid remain part of a future agreement. City Administrator Chris Lagerbloom said officials anticipate requiring a franchise to remain through the longest bond repayment period, with financial penalties intended to cover outstanding bonds if it departs early.
Commissioner Dana Barrett also questioned whether county money could fund preliminary expenses before a team is secured and what Fulton could recover if the project fails, SaportaReport reported.
The proposed county contribution, an estimated $109 million from Alpharetta and a potential $185.3 million from Fulton County Schools would total roughly $487 million. School district participation remains unapproved.
Developer Jamestown’s plan would transform roughly 100 acres into a sports and entertainment district anchored by an approximately 20,000-seat arena, with housing, restaurants, shops, offices, hotels and public spaces. The company has said the proposal will not proceed without an NHL team, according to North Atlanta Star.
North Point remains a contender alongside The Gathering at South Forsyth. The NHL has not awarded either project a franchise.
