Jamestown LP has filed a formal rezoning application to transform North Point Mall's 98.58 acres into a sports and entertainment district anchored by a 20,000-seat hockey arena, according to city records presented at a Community Zoning Information Meeting on July 8.

The application carries four case numbers — MP-26-06, Z-26-05, CU-26-04, and V-26-08 — and asks the city to approve a master plan amendment, a rezoning, a conditional use permit, and six variances. The site is competing for a National Hockey League franchise against a rival bid from The Gathering at South Forsyth, Appen Media reported, which explains the arena's scale.

The Alpharetta Planning Commission will hear the case in August before it advances to City Council for a final vote.

What the developer wants to build

Beyond the hockey arena, the filing lists a 4,000-seat music hall and performing arts center, a 2,000-seat community hockey rink, a 500-seat movie theater, and a 45,000-square-foot hotel conference center, according to the city's meeting agenda.

Three hotels totaling 850 rooms would rise on the site: a 400-room full-service hotel, a 300-room hybrid hotel, and a 150-room select service hotel. The plan also calls for 750,000 square feet of office space, 907,000 square feet of retail and restaurant space, 1,385 for-rent apartments, and 22 acres of public parks, plazas, and multi-use trails.

What the city is being asked to change

The rezoning would shift the entire property from PSC (Planned Shopping Center) to MU (Mixed Use) within the North Point Overlay district. The conditional use permit would allow for-rent housing, increased residential density, and taller non-residential buildings.

Six variances accompany the request:

  • Reduce the minimum percentage of office space required
  • Increase the shared parking reduction
  • Modify streetscape requirements
  • Modify block and access requirements
  • Increase residential building height limits
  • Allow an encroachment into the Georgia 400 Tree Buffer

Who is behind the project

Property owner New York Life tapped Jamestown LP to develop the redevelopment plan, according to Appen Media. Jamestown's portfolio includes Ponce City Market in Atlanta, One Times Square and Chelsea Market in New York City, and Industry City in Brooklyn.

What residents have said

At community meetings on June 10 and July 8, residents pressed developers on traffic congestion, building heights, and who ultimately pays for the project, according to Patch. Developers and city officials responded that existing roads and special tax districts would accommodate the development, though details of traffic studies and the tax district structure have not been made public.
